Cortana launched as a phone assistant and later retired entirely

The conversation

At Microsoft's Build conference on 2 April 2014, Joe Belfiore, then in charge of Windows Phone program management, wrote in the Windows Experience Blog that Microsoft was introducing "the world's first truly personal digital assistant," named, in his words, after "the popular character from Halo who served as a brilliant AI and a deeply personal digital assistant to Master Chief."

What the documents show

Belfiore's post states Cortana would launch first as a beta in the United States on Windows Phone 8.1, then expand to the UK and China "in the second half of 2014 with other countries to follow afterwards into 2015." The post describes Cortana as "powered by Bing," able to learn a user's name, interests, and habits into a stored "Notebook," retrieve flight and traffic information from email and calendar data, set quiet hours, accept people reminders, and interact with third-party apps such as Skype and Twitter. Nearly a decade later, a Microsoft support page, describing the product as retrieved on 16 September 2026, states that "Cortana voice assistance in Windows as a standalone app was retired in the spring of 2023," with the assistant also discontinued from Teams mobile, Teams Rooms, and Outlook and Microsoft 365 mobile apps in fall 2023, and Outlook's related voice-search feature retired in June 2024.

The system boundary

At launch, Belfiore's post describes Cortana's scope as bounded by what a phone-based assistant could access: email, calendar, contacts, and a small set of integrated apps, with the user directly controlling what went into the Notebook. The 2023-2024 retirements Microsoft's support page describes are not a redesign of that boundary but a withdrawal of the product itself from most consumer surfaces, which the same page frames as a shift toward Voice Access in Windows 11 and Microsoft Copilot as replacements rather than successors carrying the Cortana name.

Where it fails

The gap between the 2014 announcement and the 2023-2024 retirement notices is itself the lesson: a product launched as a flagship, cross-platform personal assistant narrowed over roughly nine years to discontinuation across the consumer products it once covered, and Microsoft's own current statement does not attribute that narrowing to any single documented cause.

• When we cite Cortana as an example, are we describing the 2014 launch, a later capability, or its current retired status, since Microsoft's own materials describe each differently?
• What would our own product's retirement notice need to say to a user who built habits around a stored Notebook of personal preferences?
• Does our roadmap distinguish a genuine successor product from a rebrand, the way Microsoft's support page frames Copilot as separate from Cortana?

Any description of Cortana's current capabilities should cite a dated Microsoft statement, since its scope changed substantially, and finally ended, after this 2014 launch.
